Dr Horsley qualified from Manchester Medical School in 2000. He undertook his specialist anaesthetic training in hospitals in the Southwest of England as well as undertaking an Obstetric Anaesthetic Fellowship at the Royal Womens Hospital, Melbourne, Australia.

Dr Horsley was admitted as a Fellow of the Royal College of Anaesthetists in 2009 and has since gone on to complete a postgraduate Diploma in Medical Education and an MBA.

Dr Horsley was appointed as a Consultant Anaesthetist at Maidstone and Tunbridge Wells NHS Trust in 2014. He holds private practising privileges at KIMS Hospital, Nuffield Health (Tunbridge Wells), The McIndoe Centre (East Grinstead) and The Horder Centre (Crowborough) where he provides anaesthetic services for adult patients having all types of surgery. 

Dr Horsley has clinical interests in Obstetric, Orthopaedic, Plastic and Day Surgery Anaesthesia. He is anaesthetic lead for day surgery with in the trust.
